NO.

Can i install these motorcycle footpeg as passenger pegs?

Sure. The motorcycle foot rest can be installed as rider pegs, passenger pegs, and highway pegs.

The ball bearings are stuck and how can I get them out to adjust the angle?

Open up the foot peg's hinge/rotating piece straight up or down to ensure you don't drop or lose the ball bearings that keep its rotation angle secured. The screws must be tightened after installation.
